Takween Integrated Community Development (Takween-ICD) is an urban development firm established in 2009 in Egypt by a young dynamic team with extensive experience, in response to a foreseen growing demand for innovative urban solutions in a world where it is predicted that by 2030, 60% of the world’s inhabitants will be living in urban centers. Takween-ICD specializes in the development of integrated packages in urban development services and solutions to support and complement efforts of tackling urban challenges. Takween-ICD provides project planning, design and implementation services to a range of local and international clients. Takween-ICD fields of interventions include integrated urban development and upgrading; heritage management and conservation; community development and mobilization; and direct involvement in participatory design and construction activities.

The Position

The Project Manager (Conservation and Construction) will be responsible for the conservation and construction activities being implemented on site. He/she should have  significant experience working in heritage and conservation projects. The Project Manager (Conservation and Construction) will supervise the site activities from the beginning to end, ensuring that the project is completed within time and budgetary constraints, and with the highest quality levels. The understanding of the conservation and construction trades and the ability to meet deadlines in a fast-paced environment are important.

The Project Manager (Conservation and Construction) will be reponsibile for leading a construction/conservation Unit towards the conservation of the 18th Century Wakalet el-Geddawy (listed monument), the renovation of the facades of architecturally significant buildings, and public open space upgrading within al-Quisariyya traditional market – all located in the historic center of Esna City (Luxor Governorate.)

Main Duties and Responsibilities

Management / Technical Responsibilities

-          Participate in planning and formulating the Unit’s multi-year programs and general budgets in coordination with the Project Director and prepare / plan the Unit’s annual program of activities and budgets to assist in achieving the Project’s overall goals and to achieve the Unit’s annual objectives;

-          Monitor, organize and direct implementation of the Unit daily activities; lead, coordinate and assign tasks to the Unit staff including Site Architects, Foremen, Conservators and Labour to ensure the quality of the results, compliance with the budget, and the timely completion of building activities;

-          Estimate, forecast, acquire and allocate - in coordination with the HR and Financial officers - different resources required for the implementation of the Unit activities including financial, physical and human resources in compliance with the approved headcount, budgets, and annual programs to ensure that resources are appropriately utilized and workload is well balanced to achieve the Unit objectives in compliance with project targets, deadlines and budgets;

-          Investigate - with the assistance of the Unit staff and consultants- selected buildings to determine the objectives and scope of works for each intervention;

-          Review measured drawings, condition surveys, design proposals, construction drawings, BOQ, cost estimates and written technical specifications for the selected interventions, including the definition and choice of appropriate and cost-effective alternatives, intervention methods and conservation / construction techniques to ensure the quality of result, the proper communication and the accurate implementation of approved intervention packages;

-          Ensure - with the assistance of the Site Architect(s) - the proper implementation of conservation, rehabilitation, and construction activities and techniques, manage and assure quality of, approve technical specifications / choice of materials, and assure the enforcement and proper application of safety measures and by-laws in all work sites to ensure the quality of the results, compliance with the budget, the timely completion of building activities, and the safety of work sites;

-          Ensure approval of drawings, technical documentation and certification by the consultant engineer(s) assigned to the project as well as other governmental agencies in coordination with the Field Officer(s) to obtain the necessary permits and licenses and ensure compliance with conservation, building and safety codes and other applicable regulations;

-          Participate - in coordination with the Field Officer(s) - in the preparation and ratification of legal agreements with residents and owners of the selected buildings to reach proper contractual agreements and avoid future legal consequences;

-          Evaluate, pre-select, prepare TOR, revise bids submitted, contract, monitor and enforce contracts of different consultants, contractors and sub-contractors and approve their payments to ensure the quality of the results, compliance with the budget and adherence to project regulations and guidelines;

-          Interface with the other project managers; resolve conflicts; and carry out negotiations with different parties including consultants, contractors, residents, owners, and different governmental and non-governmental agencies to ensure the effective implementation of activities and timely execution of respective tasks and responsibilities;

Administrative and Financial Management

-          Monitor and approve in cooperation with the project accounting team all administrative and financial processes and procedures related to the Unit activities including salaries, monthly payments requests, procurement procedures, and approval of contracts and final payments - in compliance with the project policies and proedures - to monitor and control expenditure and ensure the timely implementation of the Unit activities;

Human Resource Management

-          Carry out yearly performance appraisals, develop staff training plans, and propose salary increases and other benefits for the Unit staff - in compliance with the project policies and proedures - for the revision and approval of the Project Director to ensure: i) the high and efficient performance of the Unit staff, and ii) the proper implementation of the project's HR policy;

Communication and Reporting

-          Track and report to the Project Director in coordination with the project accounting team technical and financial progress of the Unit activities through production and tracking of time schedules and financial tracking tools to ensure the preparation and timely submission of progress and final reports needed to: i) monitor technical progress and financial expenditure vs. approved time schedules and budget, ii) analyze the results based on the facts achieved, iii) forecast future technical and financial achievements, and iv) carry out necessary adjustments and rescheduling to meet the Unit's scheduled objectives and deadlines;

-          Attend and conduct regular coordination meetings with project staff, consultants, donors, clients and beneficiaries as required; and report on a regular basis progress of activities to the Project Director to ensure the timely and coordinated implementation of project activities;

Assistance to Higher Management Levels

-          Assist the Project Director in preparation of MRE reports, site visits, project presentations, and any related communication materials required for the good communication of the project objectives, policies, activities and achievements to higher management and different stakeholders;

-          Assist the Project Director in achieving the project objectives through: i) dissemination and awareness activities; ii) technical capacity building of local craftsmen, professionals and trainees; iii) setup of database and technical manuals for  appropriate rehabilitation / construction techniques, design guidelines and building regulations; iv) setup of long-term Maintenance Plans to assist in achieving long-term sustainability of the project activities;

-          Assess and control risk, forecast potential opportunities and threats facing the implementation of the Unit activities, and provide the Project Director with necessary advice to ensure that proper actions and preventive measures are timely taken;

The Requirements


-          Advanced university degree in Civil, Architecture, Conservation, or Consutction engineering and management;

Work Experience :

-          10-15  years of experience in construction, urban conservation, rehabilitation, and restoration of historic sites with at least 5 years of experience in management position;

Knowledge :

-       Familiarity with with direct management of work crews, project management tools,  conservation measures, and work in community development context as well as USAID projects;


-       Arabic and English proficiency is a must;

-          Excellent working knowledge of MS Office (Word, Excel, PowerPoint), AutoCAD, and project management software such as Microsoft Project;

-          Strong interpersonal communications skills;

-          Proven track record of critical thinking, problem solving and working independently, requiring only general guidance on complex issues;


-       Ability to work under high pressure and carrying out simultaneous multi-tasks;

-       Self-motivated with high leadership, organizational and communication skills;

-       Creativity and ability to seek and explore innovative solutions;

-       Teamwork abilities and work collaboratively with other stakeholders and staff members;

-       Strong planning and organizational skills to cope with expected workload;

-       Accountability and high commitment to the company’s quality standards and code of ethics;


-       Construction Project Manager will work in Esna City – Luxor; accommodation and transportation will be covered;

-       Construction Project Manager will be working in a harsh environment and structurally dilapidated buildings;

-       The Unit Manager will deal with conflict resolution aspects and difficult negotiations with residents, owners as well as different external parties
